Harmonized Classification and Labelling
Substances with harmonized classification and labelling (the decision on the classification and labelling of a substance is taken at the Community level) can be found in Annex VI to CLP regulation. Annex VI to CLP regulation consists of two tables:
- Table 3.1: List of harmonised classification and labelling of hazardous substances (according to CLP regulation rules),
- Table 3.2: The list of harmonised classification and labelling of hazardous substances from Annex I to Directive 67/548/EEC (according to Dangerous Substance Directive rules).
A proposal for harmonized classification and labeling of a substance can be prepared by individual EU Member State Competent Authority or manufacturer, importer or downstream user. A proposal for harmonized classification and labeling of a substance may be submitted in the following situations:
a) The substance is either:
- carcinogenic,
- mutagenic,
- toxic for reproduction,
- a respiratory sensitizer.
b) The substance is an active substance in a biocidal or plant protection products
c) The substance fulfils the criteria for other hazard classes and when there is a need to harmonize classification at EU level, supposed that justification can be provided demonstrating the need for such action.
